Moore County native, retired Wildlife Major, and lifelong public servant. Mark is running for NC House District 78 to back law enforcement and first responders, crack down on drug dealers with tougher penalties, keep dangerous substances away from our children, secure quality health care, and protect the safety of health care workers.
Mark Dutton is a lifelong Moore County native and career public servant with a proven record of dedication to his community and state. A product of Moore County public schools, Mark went on to earn his Bachelor of Science in Business Administration from Appalachian State University before beginning a distinguished 30-year career with the North Carolina Wildlife Resources Commission. Rising to the rank of Major and Assistant Law Enforcement Director, he also served as North Carolina’s State Boating Law Administrator, earning recognition for his leadership, integrity, and commitment to public safety.
Mark and his wife of 27 years have made their home in Foxfire for nearly two decades, where they raised their two sons, now 22 and 18. His wife is a small business owner in Pinehurst, giving Mark a firsthand understanding of the importance of supporting local businesses and economic growth.
Deeply rooted in service, Mark has volunteered as a youth baseball and golf coach for Moore County schools and the Sandhills Optimist, where he also served as Chairman of the Baseball League. He has also given back as a former member of the SECU Advisory Board. Today, in addition to being an active member of First Baptist Church of Pinehurst, he continues to serve his community as a part-time Company Police Officer for FirstHealth Hospitals.

My campaign is about safer streets, stronger families, and respect for those who serve. I will back law enforcement and first responders, drive tougher penalties for drug dealers, keep synthetic substances away from our kids, and secure quality health care while protecting the people who deliver it across Moore and Randolph Counties.
I believe those who profit from addiction endanger every neighborhood. I support tougher, consistent consequences for repeat and predatory dealers and a justice system that puts community safety first.
I believe the people who run toward danger deserve our trust, resources, and respect. I support common-sense approaches that remove needless barriers, encourage practical training, and put safety first—so first responders can serve effectively and come home safe.
I believe childhood should be protected from addictive and synthetic substances. I support vigilant enforcement, strong parent-school partnership, and prevention efforts that keep these dangers out of our classrooms and off our campuses.
I believe families deserve dependable, timely care close to home. I support strengthening local providers, reducing red tape, and keeping decisions where they belong—between patients and their medical teams.
I believe nurses, doctors, and staff should be safe and respected at work. I support clear consequences for threats or violence and practical steps that create secure, supportive care settings.
Mark Dutton has spent his career serving North Carolina with integrity and accountability, rising from Wildlife Officer to Assistant Director of Law Enforcement before being honored with the Order of the Longleaf Pine.
Joined the NC Wildlife Resources Commission after earning a B.S. from Appalachian State (’93). Graduated top of the academy and received the L. Poindexter Watts Jr. Outstanding Graduate award; served eight years in Halifax County.
Advanced to Sergeant, supervising operations and training across three counties. Served in this leadership role for the next 13 years.
Promoted to Lieutenant/Training Director. Led the basic training academy and, from 2018–2022, hired and trained 60+ new officers; also served as specialized/lead boating instructor and on hiring and ad-hoc committees.
Advanced to Major (Dec. 2022) and appointed North Carolina’s Boating Law Administrator. Oversees division administration—budget, procurement, grants, internal affairs, emergency ops, telecommunications, warehouse & fleet, water-safety rulemaking, and training/BLET & NASBLA accreditation.
Honored by the Governor with North Carolina’s highest civilian award for 30 years of public service.
